What pleasantly surprises me is that the gummint sets up these quangoes, throws money at them to come to the conclusions the gummint wants ... but they do so much research and thinking that they keep coming back to the same fundamental truths (see also Turner/Citizen's Pension, Sir Michael Lyons and Sir Richard Burt/Land Value Tax, ADMC/don't criminalise cannabis, WRAP/don't tax plastic bags) which is exactly what the gummint does not want to hear...
